About Minto-Morley Reforms:

  • The Indian Councils Act 1909 was an act of the British Parliament that is famously known as the Morley-Minto Reforms.
  • This was introduced a few reforms regarding the Legislative Councils and this reform can help to increase the involvement of Indians but in limited proportions in the governance of British India.
  • It was more known as the Morley-Minto Reforms after John Morley the Secretary of State for India and the 4th Earl of Minto Viceroy of India.
  • The Morley-Minto Reforms introduced separate Electorates for the Hindus and Muslims. Some constituencies were registered for Muslims and only Muslims could vote for their representatives in that region.
  • The Major Provisions made in this reform are:
    • The Central Legislative Council would be increased from 16 to 60 members of the council.
    • The Legislative Councils of presidencies would be increased the size of the members to 50 each in the United Provinces, Madras, Bombay, and Bengal presidencies.
    • The Legislative Councils of Burma, Assam, and Punjab members would be increased to 30 members each.
    • The Ex officio members are the Governor-General and Members of the Executive Council.
    • The Nominated official members were nominated by the Governor-General.
    • The Nominated Non-Official Members would be nominated by the Governor-General of India but were not Government Officials.
    • The Elected members were elected by different categories from the Indian citizens.
    • The members were Elected Indirectly. The local bodies elected an electoral college that would elect members of the Provincial Legislative Councils. These all elected members would elect the Members of the Central Legislative Council.
    • The Elected Members were from Muslims, the Chambers of Commerce, Landlords, Universities, Local Bodies, and Traders communities.
    • In this reform, for the first time, Indians were given membership to the Imperial Legislative Council.
    • Satyendra P Sinha was elected as the first Indian member of Lord Minto’s Executive Council.
    • Only Two Indians were nominated by the Secretary of State for Indian affairs to the Council.
