What is Environmental Impact Assessment EIA?

Environmental Impact Assessment EIA is a systematic process used to identify, predict, and evaluate the potential environmental, social, and other relevant effects of a proposed project or development. It is a tool used to help ensure that the potential effects of a project are identified and addressed before the project is approved and implemented. Environmental Impact Assessment EIA considers both beneficial and adverse impacts, and aims to minimize or mitigate adverse impacts through appropriate measures. It is a key component of the environmental decision-making process, providing information to help determine whether a project should be approved, rejected, or modified.

History of Environment Impact Assessment (Environmental Impact Assessment EIA) in India

Prior to 1994, there was no formal Environmental Impact Assessment EIA process in India. However, some ad-hoc attempts were made to evaluate environmental impacts in the 1970s and 1980s. In 1994, the Government of India enacted the Environmental Impact Assessment EIA Notification under the Environment (Protection) Act, 1986. It made Environmental Impact Assessment EIA mandatory for 29 categories of developmental projects.

The 1994 Environmental Impact Assessment EIA Notification was revised in 2006 to make the process more comprehensive and transparent. It expanded the list of projects requiring Environmental Impact Assessment EIA to 39 categories and introduced public consultation as a mandatory requirement. Since then, the Environmental Impact Assessment EIA Notification has undergone several amendments to improve the process and address emerging concerns. This includes expansion of project categories, changes in public consultation, and post-project monitoring requirements.

Environmental Impact Assessment EIA has now become an integral part of the project planning and approval process in India. It helps to identify potential environmental impacts and devise appropriate mitigation measures.

  • Mitigation and Management Plan: This involves developing measures to avoid, minimize, or compensate for the identified adverse impacts, and outlining a plan for their implementation.
  • Public Consultation: This mandatory step involves obtaining feedback and concerns from the public and other stakeholders, which are then considered in the decision-making process.
  • Environment Clearance: This is the final step, where the competent authority decides whether to approve the project, based on the Environmental Impact Assessment EIA report and the public consultation.
  • Monitoring and Evaluation: This involves tracking the implementation of the mitigation measures and evaluating their effectiveness.

Stakeholders in the Environmental Impact Assessment EIA Process

Key stakeholders include the project proponents, who are responsible for conducting the EIA, and various government agencies like MoEFCC and SEIAA, which oversee and approve the assessments. Other stakeholders are the local communities and public interest groups, whose input and consultation are crucial for ensuring that the assessment addresses social and environmental concerns comprehensively.

  • Project Proponent: The individual or organization proposing the project, who is responsible for conducting the Environmental Impact Assessment EIA and implementing the mitigation measures.
  • Regulatory Authorities: The government agencies, such as the Ministry of Environment, Forest and Climate Change. They are responsible for reviewing and approving the Environmental Impact Assessment EIA report and granting the environmental clearance.
  • Local Communities: The people living in the vicinity of the proposed project site, who are likely to be affected by the project's impacts.
  • Non-Governmental Organizations (NGOs): Groups and organizations working on environmental and social issues, who often take part in the public consultation process.
  • Experts and Consultants: Professionals with expertise in various fields, such as ecology, hydrology, and socio-economics. They provide technical input and assistance in the Environmental Impact Assessment EIA process.
