Process of Conducting Social Audits

The process of conducting a social audit involves several steps:

  • The Social Audit Unit creates an annual calendar. It will be shared with District Programme Coordinators (DPCs) for making arrangements.
  • Informing laborers and the village community about the Gram Sabha conducting the social audit.
  • The Program Officer (PO) provides the Social Audit Team with all necessary records from implementing agencies.
  • Verification of documents and physical inspection of works by resource persons and primary stakeholders.
  • Convening a Gram Sabha to discuss the verification findings. Allowing villagers to seek more information.
  • Officials responsible for implementation must attend the meeting to address Gram Sabha members' queries.
  • The DPC or an authorized representative supervises the Gram Sabha meeting.
  • Reading out the action taken report from the previous social audit at the beginning of each social audit meeting.
  • Recording all issues in writing and collecting evidence during the social audit. The video recording of the entire Gram Sabha proceeding is uploaded on the website.
  • Preparation of social audit reports in the local language by the Social Audit Unit. It is displayed on the Gram Panchayat notice board for at least seven days.
  • Social audit reports include a list of grievances requiring redressal. It will also have a separate list of findings needing criminal investigation.
  • Providing the Action Taken Report on Gram Sabha-raised issues to the Social Audit Unit and individuals with recorded grievances.

  • Meghalaya was the first state in India to implement the Meghalaya Community Participation and Public Services Social Audit Act 2017.
  • The Act includes provisions for the appointment of a social audit facilitator. He/she will conduct the audit directly with the people.
  • The findings of the social audit are submitted to the Gram Sabha. It then provides inputs and forwards the results to the auditors.
  • The Social Audit Council (SAC) is set up to assess government projects during their implementation.
  • The Act specifies a list of projects, programs, and schemes that need to undergo social audits.
