National Technical Textile Mission is a joint initiative of the Ministry of Textiles, the Government of India, and the World Bank to develop 20 major research projects in the fields of specialty fibers and geotextiles. The mission’s goal is to strengthen India’s position as a global leader in technical textiles in order to promote inclusive growth and market development in the textile sector in India. The Cabinet Committee on Economic Affairs (CCEA) approved the National Technical Textiles Mission (NTTM) for four years (FY: 2020-2021 to 2023-2024) in 2020, with a budget of Rs. 1480 crores.

What is the National Technical Textile Mission?

The National Technical Textiles Mission (NTTM) is one of India’s flagship programmes for the development of technical textiles in numerous strategic fields. The mission will work on a pan-India basis to promote the holistic development of the entire technical textile sector. Technical textiles are a rapidly growing sub-segment that is used in a variety of industries. The application of technical textiles in agriculture, aquaculture, dairy, poultry, and other industries.

In 2020, The Cabinet Committee on Economic Affairs (CCEA) established the National Technical Textiles Mission with a budget of Rs. 1480 crore to promote inclusive growth and market development in the textile sector.

The Ministry of Textiles, Government of India, is the implementing and controlling body for the National Technical Textiles Mission (NTTM), which is responsible for the formulation of policy, planning, research & development, export promotion, and regulation of technical textiles in India.

The National Technical Textiles Mission (NTTM) will be implemented through a three-tier institutional mechanism, which will consist of the following:

Mission Steering Group

  • The Union Minister of Textiles chairs the mission steering group and will approve all financial norms pertaining to the mission’s schemes, programmes, and components.
  • They will also approve scientific and technological research projects as part of this mission.

Empowered Programme Committee

  • Empowered programme committee chaired by the Secretary of Textiles and will approve all projects except research projects that fall within the financial constraints of several programmes approved by the mission steering group.
  • The committee will also be in charge of overseeing the execution of the various mission components.

Committee on Technical Textiles on Research, Development & Innovation

  • It is chaired by members of (S&T) NITI Aayog and identifies and recommends research projects to the mission steering group for approval.

The National Technical Textiles Mission (NTTM) will have four components, which are as follows:

Research, Innovation, and Development

The fundamental research activities will be based on the “pooled resource” method, and research will be conducted in the following laboratories for the development of application-based technical textile segments:

  • Council of Scientific and Industrial Research (CSIR)
  • Research Design & Standards Organisation of Indian Railways (RDSO)
  • Indian Council of Agricultural Research (ICAR)
  • Defence Research & Development Organisation (DRDO)
  • National Aeronautical Laboratory (NAL)
  • Indian Road Research Institute (IRRI)
  • Indian Institute of Technology (IIT)
  • Other scientific/ industrial/ academic reputable laboratories, as approved by the Mission Steering Group.

The research and development activists will work on application-based technical textile segments, Including the development of T-850 or equivalent or higher grade Carbon Fibre, aramid or other protective fiber, nylon fiber and its products, medical textiles, Geo-textiles, agrotextiles, mobile textiles, and sports textiles, and indigenous textiles machinery.

Promotion and Market Development

Through market development, market promotion, international technical collaborations, investment promotion, and ‘Make in India’ initiatives, the Mission will aim to increase the size of the domestic market by 15-20% per year by 2024.

Education, Training, and Skill Development

  • The National Technical Textile Mission (NTTM) will promote technical education at higher engineering and technology levels related to technical textiles and their application areas, such as engineering, medical, agriculture, aquaculture, and dairy segments.
  • Additionally, skill development will be encouraged, and a sufficient pool of highly skilled manpower resources will be established to meet the demand for relatively sophisticated technical textile manufacturing units.

Export promotion technical textiles

  • The Export Promotion component aims to increase technical textile exports from the current annual value of approximately Rs.14000 Crore to Rs.20000 Crore by 2021-22, with a 10% average growth in exports per year up to 2023-24.
  • An Export Promotion Council for Technical Textiles will be established to ensure effective coordination and promotion in technical textile segments.
